Susan Minter, DNP, NP-C, CCHP

Dr. Minter is a distinguished United States Air Force veteran with five years of active duty experience as a critical care and med-surgical nurse, serving both remote and urban military bases. She holds dual board certifications from the American Association of Nurse Practitioners in family and adult specialties. With over 35 years of combined experience in healthcare and corrections, Dr. Minter currently serves as the sole night provider at a correctional facility that houses an average of 3,500 inmates.

Her expertise spans nursing administration and standards of care for nurse practitioners, with a focus on primary care and correctional health settings. Dr. Minter has provided expert opinions for legal cases and has recently served on the Executive Board of the Florida Association of Nurse Practitioners. She is also a national speaker, regularly presenting on issues related to nurse practitioner standards of practice.

Residing in Florida, Dr. Minter lives on a 10-acre farm where she cares for a variety of geriatric animals. In her free time, she enjoys farm work and is passionate about reading and studying World War II history.

Michael Henderson, PA-C, CCHP

Physician Assistant Michael Henderson earned his PA certification in 2007 and began his career in orthopedics before transitioning to family medicine to focus on preventative care. With over 12 years of experience in family medicine and urgent care, he has built a strong foundation for delivering comprehensive healthcare within correctional settings.

Currently, PA Henderson provides medical care to a jail population of over 3,500 inmates, often serving as the sole provider on duty during weekends. He is a Certified Correctional Health Professional (CCHP) through the National Commission on Correctional Health Care (NCCHC) and has presented at NCCHC national conferences.

Beyond clinical practice, PA Henderson is committed to the education of future healthcare professionals. He has served as a preceptor for physician assistant and Nurse practitioner students from the University of North Texas and the University of Texas at Arlington. 

PA Henderson spends his spare time perfecting the craft of making pizza in an outdoor pizza oven, with family at the beach relaxing in the waves, or paddling around the many Florida waters in a kayak looking for that next trophy fish.

P. Daniel McConnell, MD

With extensive military and medical experience, I bring a unique background as both a former US Army Captain and practicing physician. During my military service as an attack helicopter pilot, I sustained combat injuries in Afghanistan that resulted in a right below-the-elbow amputation. Following my military career, I pursued a career in medicine, achieving board certification from the American Board of Emergency Medicine and fellowship status in the American Academy of Emergency Medicine.


My medical training includes experience at Tampa's Level 1 trauma center, followed by work across multiple Level 2 and tertiary care Emergency Departments throughout the Tampa Bay region. I expanded my leadership role by serving as Chief Medical Officer at joint FEMA/Military COVID-19 response facilities in California. Currently, I serve as Medical Director at Pinellas County Jail, the nation's 15th largest correctional facility, while maintaining my practice with Guidewell Emergency Physicians in Tampa Bay, Florida.

In my spare time, I enjoy boating, cruising, and bonding with my Doberman, Gunner.

Amber Leiva, RN, HSA, CCHP

 Born and raised in Florida, Amber brings a strong sense of community and dedication to her role as Health Services Administrator at a county jail serving a population of 550 inmates. With a passion for public health and correctional healthcare, she oversees the full spectrum of on-site and off-site medical services, managing a multidisciplinary team that includes RNs, LPNs, medical assistants, mental health counselors, and both psychiatric and medical nurse practitioners.

Amber works closely with custody staff to ensure all care provided aligns with national healthcare standards and best practices. She has been instrumental in obtaining and maintaining National Commission on Correctional Health Care (NCCHC) certification for the facility, reinforcing a commitment to quality and accountability. In addition, she collaborates with Jail Command staff to achieve and uphold compliance with Florida Model Jail Standards (FMJS), American Correctional Association (ACA), and Florida Corrections  Accreditation Commission (FCAC) accreditations.

Her leadership and attention to regulatory detail have helped elevate the standard of care within the facility, ensuring the delivery of safe, ethical, and effective medical services.

Outside of work, she enjoys spending time outdoors with her husband and two children, embracing Florida’s natural beauty and sunshine.
